Achievements
On 5th February 2007 the "Broader Approach Agreement" (English version/ Japanese version(the Ministry of Foreign Affairs of Japan)) was signed by Europe and Japan.
In June 2007, the executive summary of the Conceptual Design Report (CDR) of JT-60SA was approved by the first Broader Approach (BA) Steering Committee (SC). Functional specifications of the hardware to be procured by the Parties were defined but could not be agreed due to concerns over cost overruns. In October 2007 the Parties met to resolve the issue and agreed on the creation of an Integrated Project Team (IPT) to re-baseline the design within the cost targets agreed in 2006.
In November 2007 the second BASC agreed the IPT structure and the proposal to produce an Integrated Design Report (IDR) describing the new baseline. In February 2008 it was agreed that the rebaselining should focus not only on the TF magnet but also on other components and achieve cost savings by providing cost-effective engineering solutions and increasing the definition level of specifications while not jeopardising the scientific mission. The IDR, including revised costs and schedule, was produced by the end of 2008, and approved at the fourth BASC as the basis for construction.
Since then work has been underway to fulfil this plan, building up the IPT staff and the infrastructure needed for a distributed project team to work efficiently, completing the detailed design of components and resolving the interfaces particularly between European and Japanese procurements, and then placing and following up the contracts for procurement. Currently about 90% of the procurements by value have been placed or have been completed, and the assembly of components began in the torus hall in January 2012.
