JT-60SA will be built by Japan and Europe, under the terms of the "Broader Approach Agreement" (English version/ Japanese version(the Ministry of Foreign Affairs of Japan)). This agreement is managed by a Steering Committee.

The project is carried out by an international Integrated Project Team, composed of a Project Team, which manages a Japanese and a European Home Team. A Project Committee advises the Steering Committee on the project status.

These Home Teams manage the technical specification of components, and their subsequent procurement and delivery to the construction site.
